I'm not talking about a graphic EQ in WMP or iTunes, I'm talking about an EQ that is universal to all of your running applications (Pandora, computer games, etc.)

If not a gadget, maybe just some executable I can launch that will do the same thing?

An EQ is built-in in BOTH Windows Media Player and itunes player.

You just need to know where to look :-)
