That's bad English and it despises me when people use "WORST" wrong.
"which is worse" - This would be correct.
Define Worst = the least favorable outcome; "the worst that could happen"
Define Worse = That which is worse; something less good; as, think not the worse of him for his enterprise.
They're both acceptable, but you've used it in the wrong tense.
