iTouch software question?

I have an iTouch 3g which I got in June and my cousin recently got an iPhone. The wallpaper that appears on the screen when you slide to unlock appears after unlocking, behind the apps as well, how do I do that for my itouch?
 
The Ipod Touch's don't have that customization, they only have the categories
