Keyset on samsung n130 set to weird american setup or something?

Key set on my samsung n130 net book is strange. The quotation marks produce an @ symbol when combined with shift. It's been like this since purchase. Is there a way to change the key set so the corresponding " and @ actually match the keys they're supposed to?
Common enough problem, wife had the same problem with her ibm laptop
Under regional options [control panel] , it is set to UK

You need to change the keyboard type, it should be under the region settings in the windows control panel.

Add the UK one and remove the US one.
