Looking for the name of a secret agent movie from the late seventies or early to mid

eighties- british? The film is not one of the James Bond series. It has a secret agent, with gadgets, and he is refferred to as 001 at one point in the movie. It is not a spoof. It is a serious film. If anything, it is ripping off the james bond franchise. I can remember very little. I know there is a villian with an eye patch and he has a laser eye- maybe- or some other sort of gadget underneathe it. I do believe the hero is a blonde- and sortof resembels Michale York.
