Making an ISO file and what to do with WINRAR files?

I downloaded a "file" and this "file" had winrar files (rld-tes4) and I read some instructions online about what to do with this file. They all said to create a disc image (ISO file) with these but when I did it just opens up the files and doesn't start the game. Is there something I missed? And for some reason I read a few things about xbox games and was wondering also if this file has something to do with those.
