motorola razr V3, cannot call out on it?

put in the subsidy code in my motorola razr V3. the phone is on but cannot call out on it, it was cingular and my new sim is boost mobile

Did you make sure you registered both the number on the SIM and IMEI on the phone with Boost Mobile's website? If so, make sure your account balance is paid fully for this month. If all this is correct then take the battery and sim out of the phone and put them back in. If all this fails, call Boost
