My 11 year old daughter is causing trouble on her cell phone?

My 2 daughters are 10 and 11 years old. They have cell phones because they walk home from school and I feel more comfortable knowing that they can reach me if they need to.
My 10 year old has one of her friend's numbers saved on her phone (it is a boy's number). My 11 year took her phone and copied down the boy's number. Then she wrote him a whole bunch of text messages trying to make it look like it came from her sister. She wrote things like she loves him and they should kiss tomorrow, so on and so forth. She also prank called him, not saying anything and hung up on him.
I got a call from the boy's mother last night informing me of all this. I apologized and said it wouldn't happen again.
Do you think this is enough to permanently take away her cell phone? Or should I take it away for a set amount of time and give it back?
