I don't know how to handle it. I've tried everything and nothing works. If I punish by taking something away he cries and cries over it being gone. If I time out, he whines and finds a way out of the corner by pretending to have to pee. It's really embarrassing and everybody notices. People talk about it and then even tho it's embarrassing for me, that makes me mad. I just want him to STOP and to try vocalizing more! Help!! 
Ok but to elaborate. I'm actually really strict. And he does whine and that's so annoying. I do ignore him. But the crying fits...it's just getting old and I do send him somewhere. I always do. He NEVER gets his way. That's my problem with it. I've been consistent and done all those things you mention. Why does he still do it?? It drives me nuts!
