Pop-eye itself isn't a disease, it's a secondary symptom to something else. Therefore, you should treat that (probably an internal bacterial infection) and not the pop-eye.

Although none of your other fish are having problems, they may have adapted to the water conditions better than your new friend or perhaps your new fish is more delicate in health.
