Its just something some kids do. My little one is 9 months and she screams and shouts all day long-sometimes cause she's cross but most of the time as that what babies do.
From 8-14 months babies take a leap in their speech development and scream and shout. They like the vibrations in their throats and the sound and clearly your grandson is loving the attention it is getting him.
If you give it too much attention it'll happen much more. If he's doing it for a while, distract him and he should move on.
