There is a bandwidth problem most likely. You have AT&T, which uses DSL internet. DSL connections are shared by your neighbors. It sounds like between 3 and 9, there must be an unusually large amount of people on the internet nearby you. That is causing the connection to slow and ultimately stop working. You should call AT&T about this. It is a common problem.
