My kids were arguing over a video game and I don't know whose side to take?

Today my kids got home from their grandmother's house and my 2 older kids who are 14 and 15 were going to play guitar hero. Well I have a rule that all homework and chores have to be done before they play video games or watch tv and my 9 year old didn't finish his homework yet. So he took all the x box games and hid them under his bed so my 2 older kids couldn't play them. So my 15 and 14 year old knew he took them so the walked up to him and he ran away from them so when they caught him the picked him up and threw him on the couch and they hit and punched him until he told. I don't think either of them were right because my 9 year old shouldn't have took the xbox games and my older kids know better than to hurt there brother. I don't want to show any unfairness with handling this. How should I handle this because they all acted like jerks to each other?
 
You should handle this by punishing them both. Make ur older boys apologize to ur younger one and the younger one apologize to the older ones. And threaten that if you see behavior out of all of them like that again that there will be no x-box. Make yourself very clear and firm. And no more x-box for the day
 
easy. youre right, they were all wrong. if the older boys wanted to know where the games were and couldn't handle it appropriately, they should have enlisted your help. they all lose the games for the day.
