My monitor won't power down after I do a normal start up, then uncheck programs

on the System Configuration.? How can I get my monitor to power down?

It will power down after a clean boot, but then I do a normal start up and uncheck programs that don't need to run. I leave my security and printer and Windows Defender checked and Windows OS program files running.

After I do a normal start up, Real Player comes up by itself with a message about connectivity. I want the monitor to power down after 15 minutes and set Power Options for that, but the screen saver doesn't go off.

Does a normal start up have to be done after a clean boot? Windows Defender won't run after a clean boot.
