My wife's mother has custody of her 10 yr old daughter and has stopped letting her

talk to her or see her.? My wife has visitation rights that are being ignored by her adopted mother. My wife has Bi Polar but it is controled. Her mother is really mean to my wife and trys to make her life misrable. We don't have money for a lawyer and legal aid is a joke around here and is not much help. We live in Texas. What can we do to inforce my wifes rights and make her mom let her see her daughter.
