NBA Age draft Rule and One and done players?

Just wondering why is it that recently in the MLB draft that a 17 year old kid is allowed to be the 1st round draft pick by the Washington Nationals while basketball players coming out of high school are not allowed to be drafted until they're 19 or one year removed. Therefore forcing them to have to go through a year of college. Where's all the talk for this kid to go to college, after all he only has his GED.

I just feel if 17-18 year olds are allowed to be drafted for the MLB then 17-18 year old basketball players should be allowed to drafted out of high school as well.
