Need help finding a dress for sister's wedding! Fashion advice needed?

I'm looking for a long, flowy dress i can wear to my sister's wedding. It needs to be something fancy, not simple. Do you know of any red carpet dresses that you LOVE that you think I can replicate? I'm looking for something a little like this:

I dont care if the color of the dress in the picture you choose is ugly, or even if you dont really love the whole design..i can mix and match parts of different dress to tailor the exact dress i want.

remember, long and flowy! nothing too revealing please! I'm 20 with a small frame : )
