Neighbor ham radio gets into home theater and telephone?

My neighbor has a ham radio that gets into my stereo and cordless phone. It sounds like donald duck. My rear speakers use high quality monster cable. The neighbor has provided rectangular things to wrap around the speaker wires. He also pointed out some sort of telephone filter that costs $25 and said I should contact the manufacturer. Why should I have to contact the manufacturer when it is this jerks fault. He says his own stereo and telephone don't receive interference. I have called the police to demand he stop. They wouldn't allow me to press disturbing the peace charges. I have called the building officials and his antenna is legal. I called the FCC and they say something about "part 15" sticker. To make things worse, my neighbor will not talk to me now. None of the other neighbors have problems and think I'm a lunatic. Ham radio just can't be legal. What do I do now? I am going to speak with the city council to try to ban ham radio in my city.
I did call the FCC and they said something a sticker with part 15. They said they couldn't do anything since the jerk has a license.

As for your interference problem; did the chokes ("rectangular things") take care or the problem with the stereo? If not, the interference is probably getting in through your power line. Why not buy a surge suppressor with RFI suppression and give it a try?

So if the interference isn't coming in through the power line, buy one.

As to the rest of the problem, let me summarize:

Your neighbor has a ham radio that he apparently operates within FCC regulations. This is a federally regulated activity, local governments have little or no jurisdiction.

You had a problem, you neighbor tried to help you. And then...

You tried to sic the police on him
Tried to sic the local building officials on him
Tried to sic the FCC on him
Tried to turn the other neighbors against him
And now you want to have the city council to ban a federally regulated activity....

And now your neighbor won't talk to you....... I wonder why? Well, now that you have burned the bridge with the one person you know that might have helped you, I guess if you need help you will just have to pay a technician for his/her services

Look in a mirror and repeat; "I am the problem... I am the problem..." Repeat until the message sinks in.
