New headlights on a 1993 Chevrolet Cavalier?

I just got two new Xenon 8000k 100/90W 9004 blue coated bulbs for my car. I put them in, but they dont seem much brighter then the stock ones.. Can anyone explain why? Also, one light seems brighter then the other, why could this be?
 
Are they brighter? Did you check before buying them? All lamps have a Lumen output rating. From your description I don't see the lumen rating. 8000k is the color temperature in Kelvins. 100/90 is the wattage or current they consume not the brightness. And I don't know what 9004 is without more data. It could be the lumens but without a 'L' signifying it it's hard to say. It's very possible the lamps you removed had more lumens then the new bulbs.
