It seems that way. When Clinton was elected he had all kinds of stuff thrown at him. I am not the hugest Clinton fan, but imagine what could have been accomplished had he not been constantly having to testify about something? Some of those things he might have brought upon himself, but it was the neo-cons that drug it all up and made a rukus about it. Then Bush got in office and look at what happened.
I think that maybe nothing can be found on him, so everyone around him is being targeted. An attempt to control him? It is just a theory. Who knows?
