Ok how can I improve my fitness?

I'm 17 about 5 foot 10 inches tall. I weigh about 148lbs. I'm still trying to lose fat and gain muscle my scales says i'm about 13% fat and 47% muscle. I try to eat reasonably healthy and fast occasionally, I workout and run alot. can anybody give me any tips? and are these good body weight percentages?
