One Car for sale - it's at 3 dealers?

Did a quick search on a VIN and the results showed 3 dealers from accross our state with the same car/VIN for sale. The quote I got from a local dealer showing the VIN wasn't one of the 3 dealers in the results! So what's up - do dealers use VINs to "lure" their customers in (bait & switch) or did this car have 3 different "homes" before it ended up at this dealer -- or is there more to the story?
