Pay as you go or sim card advice please?

My friend wants to know if its cheaper to use a sim card or pay as you go on a basic mobile phone?
The phone is for a young person who may use it more for texting rather than speaking.
Also when somebody enters a contract for 18 months or 12 months is the phone legally yours to keep?
 
the contract is not for the phone or SIM but for the servie the phone and SIM are give free as an inducement for the contract (a full price phone is from £100 to £500 unsubsidised)

for a YP I would only go for a PAYG phone with SIM as then they cant run up bills also you MUST be over 18 to signa contract as its a legally binding agreement.

no matter the price of the phone the phone is YOURS but if you sign a contract you are liable for the full period and payments on teh contract and the only 2 ways t get out are to die or be made bankrupt!
