People not picking up there animals waste in neighborhood?

There is a person in my neighborhood (I know who it is, I have seen him) who does not clean up after his dog, at all. As you can guess, it is starting to accumulate around the block. I sometimes clean it up when I am walking my dog, but I am wondering if it is fine to put up some sings saying something general like "please scoop your dog's poop." what do you think?

Forget the signs, Go directly to the source and tell him to pick up his dogs waste. Do you think everyone in the neighborhood wants signs littering the streets.
After telling him to pick up his waste and he refuses, Walk over to his lawn and drop a deuce on his property.
