Picking up Cigs on ground for Tobacco Question?

Alright, call me stupid - but I'm a kid heres what I do
I pick up the used smokes on the ground, that someone has only smoken half of it, I cut off the filter and slide all the left over tobacco in a bag. Then I roll my own cigs. Is this dangerous- are there health risks- does the smokers germs get in the tobacco at the end of the cig. Please help. Thanks
