Btw, I have thought about buying an oversea 3DS but from what I have read, it will not be able to play USA/EU games? Same with USA/EU 3DS not able to play Japanese games?
 
yup region locked. which sucks. ds, psp, ps3, and ps vita (psp2) are all region free.
 
Yes, the 3DS is region locked, so your US system won't play games from other regions. The same goes for the systems from other regions.

As for the article, it doesn't confirm anything. It simply says a Nintendo representative outside of Japan didn't know of this. It's not a surprise they don't know since the heart of the company is in Japan. It will eventually be released outside Japan along with the Ice White 3DS just like how the Flame red 3DS was released in the US and Europe (not sure about Australia though). They have a pink DSi XL and a bunch of other colors, so there's no reason why they shouldn't release those colors for the 3DS everywhere else, especially since they already have the set colors.

It's just that along with the pink 3DS in Japan, they're also planning on releasing a bunch of games aimed a girls/women which are more popular over there than in the West. It's all included in the same marketing strategy. Eventually they'll release games for girls with the system in the West.
