Prepaid cell phones with GPS or map navigation.?

Hi, I recently moved to Cleveland and I need a way to see a map when I'm traveling to avoid getting lost when I walk or take the bus. I can't afford a GPS or GPS service so I thought that maybe I can browse Google maps or any kind of map with a cell phone. I see that some cell phones also have GPS capabilities so I ask here if somebody tried any of this, the GPS service or map navigation. I should get a prepaid cell phone so I would like to hear from those.
