PS3 and Blue-ray: PAL, NTSC, or no coding?

I have a PS3, purchased in the US. Everyone that I talk to says that there is "no such thing" as a PAL Blue-ray and an NTSC Blue-ray, they are JUST Blue-rays. However, there seems to be a slight conflict when it comes to video games, in the same system. Some say that there are no differences, but most others say that PAL (Europe, AS, UK) will not play in the US or Japan, supposedly NTSC regions (just like normal DVD and games).

Now, my question is: Who is right? If they are "just" Blue-rays, they should play regardless. IF the games are formated in PAL and NTSC, this would imply that the movies are also. However, no one locally really seems to know (but then they don't exactly deal with other countries either). It would seem a basic question with a simple answer. US is NTSC and only that will play here, but that would mean that Blue-ray, PS3, and other systems are like the TVs, DVDs, and VCRs, two standard formats to make things harder and more costly.

If so, how do we tell what system we have, and the types of games or movies? So far, I have not seen any NTSC or PAL warnings on the PS3 or Blue-ray boxes (though they may be covered up with stickers that take off the wording when they are peeled off also). I cannot find a region code at all on the PS3 games I have seen so far.
