Question about a 2004 Cadillac Deville?

I wanted to know if the bulb that controls the instrument brightness is suppose to light up at night. The rest of the buttons are on and I just wanted to know if that one does not light up.
The bulb is located on the Left hand side of the steering wheel.
 
I don't think so. I had a 2001 DTS and I currently have a '99 STS and it doesn't light up. You would think it would for what they cost.
