Question about travel in Taiwan?

I heard that the Filipinos are no longer required for a taiwanese visa if he/she complies with the ff:
• The applicant’s passport is still valid for at least six months. (This means that the passport is still valid for at least six months when its holder enters Taiwan rather than when the application is filed online.)
• The applicant should have a return plane or ship ticket.
• The applicant should have never been employed as a blue-collar worker in Taiwan.

Special qualifications: (Having one of the following documents)
The applicant should have a valid
• (1) Permanent Resident Card or
• (2) Entry Visa,
of any one of the following countries: the United States, Canada, the United Kingdom, Japan, Australia, and New Zealand; or one of the signatories of the Schengen Agreement.

and we only need to print out some form and present it upon entry. I have a US visa, but both my wife and daughter do not have one. Can they still come with me?
