Ok so whenever i run a speed test it says my network is 20Mbs but whenever i download something on utorrent or direct link download i only get a max of 2Mbs? how can i take advantage of the 20Mbs speed.

Firstly, you can't download a torrent any faster than the other people's computers are prepared to upload it to you. Use the speed guide in uTorrent or Bittorrent if that's what you're using to configure the settings to match your maximum upload speed. Also, these torrent programs usually report their download speed in bytes whereas your internet connection speed is given in bits. Since there's 8 bits to a byte this means that your download speed of 2MB/s is actually 16Mbps, you're not going to get it running much better than that because it needs additional bandwidth for coordinating your file transfers with the other people's computers.
