Regarding green spotted puffer fish?

I have read and done some questioning about this little fella(the puffer)

Some articles/info on the net state that this fish lives in brackish water while small and moves to saltwater when reaching adulthood.

While others believe that they are fine with in brackish water during their whole lifespan (found this info on a forum from a poster, unsure about the info though)

Met a saltwater aquarium hobbyist for questioning, he told me that he sometimes change the water from brackish to saltwater .
Again, I am unsure if he did say that ( I was admiring his awesome marine tanks:P)

Some website suggest that they are not community fish(fish nippers). Could I somehow put a semi aggressive fish along with it ?( species that can fend themselves). I am not a fan of having a "one type/species only aquarium" :). This is however not a problem at the moment:P

As you can see I would a definite answer on the water condition in keeping this fish.

Note: Links appreciated but would like to hear from owners of this fish/marine keeper hobbyist :)
