I have a Saturn 1997 SL1 4 cylinder engine. I constantly have to put oil in the car. The car smokes from the tailpipe, usually when stepping on the gas pedal, and sometimes when stopped. The spark plugs need to be changed every 1-2 weeks. The car will run bad, where I get no "pick up". When I change the spark plugs, they are fouled up and some have oil on them. Also, the oil on the oil stick is a brownish/blackish color. Any suggestions as to what this might be? Also, when I turn the A/C on, the car runs bad and does not get a lot of "pick up" as I said earlier.
If I were to take it dealer to get it fixed, what do you think the estimated cost would be?
 
I would say you have bad rings on the engine, which are allowing oil to foul the plugs and go out the tailpipe. This would also cause it to run poorly. An engine rebuild isn't cheap. You may want to see if a good used replacement engine is available.
