Semi-Pro Video Editing Software?

Hi. I'm planning on shooting and editing a short film within this month, and I wanted to ask around if anyone had any suggestions on what Video Editing Program to use?

I'm planning to make a horror film, so I will use a lot of photoshopped still images, along with sequences of slow action and stuff. I was hopping to make the video parts look grainy or other freaky effects.

As to my level of experience, I'm an advanced/expert photoshop user, so I know my way around design applications, but I've only been using Vista's Movie Maker until now. I also did use Adobe Premiere Pro CS3 a while ago, and although I admittedly used very little of its features, I was able to use in well enough in making the video.

So... any suggestions? I'm editing on my laptop, so I'm not sure about going for the Premiere Pro CS4 version, as my laptop doesn't meet the system requirements of the new program (though it did well with the cS3 version). However, upon reading up on the new version, I admit I was enticed by the plethora of new features.

Should I stick with CS3? or go for the CS4 version of Elements?

And is after effects worth it? I have no idea what effects it can add, but my friend suggested it... I'm not really using a lot of special effects, as most of my gore and stuff will be done using make up and fake blood.

Any suggestions?

Money is not a factor, as I'll be using my school's student fund.
