It was the US government who reacted to the cross-border traffic - understandable after 9-11.
Because of the present world turmoil, and threat of terrorists - both from overseas and from here, our border is no longer the open door to both countries that it once was.
So for the protection of both countries restrictions will still apply.
With regard to the dual licensing - I have to object to that. The protection a country provides to its citizens are paid for by taxes. If you don't pay the taxes, you don't deserve the benefits. This works for both sides of that border.
.Being from Michigan years ago my father had American and Canadian registration stickers on his boat and also carried an American and Canadian fishing license. don't know about today but it worked then.
