No, James Harrison needs to stop leading with his helmet and making illegal hits. He knows exactly what he's doing. He just chooses not to comply.
 
Goodell doesn't make the rules, moron. The various owners' committees do. Harrison's been fined for flagrantly violating a rule, leading with his head, spearing, to make tackles. It's been a rule for more than 50 years. If he had ever learned to tackle right, instead of show boating, he wouldn't have a problem.
