I think that, as gasoline continues to be expensive and alternatives are increasingly available, the market will shift away from gas-fueled vehicles in general the same way we shifted away from candlelight as electric lights became cheap and available.
We don't need to pressure people into adapting. They'll adapt themselves when gas stations begin to get less common, and the price of gas goes up to $5 or $7 or $10. Why strongarm them into it? Did we have to have government programs pressuring people to give up horse-drawn wagons for automobiles? If gas truly isn't the energy of the future, then all we have to do is wait.
