Shouldn't Russia be broken up?

The ethnic homeland of the Russians, as white East Slavs, is European Russia. What gives Russians the right to enforce their language and military control over the vast remainder of the Russian Federation? Tatars, Bashkirs, Chuvash, Chechens, and over a hundred other minorities are not Russian. The only reason Slavs came to control Asian Russia was Peter the Great's military expeditions, when Russia was the fastest expanding country in the world. The native peoples of the undiscovered regions were brutalized. I believe the only way to preserve peace is to draw borders on ethnic and historical lines. Shouldn't Russians be restricted to the Slavic homeland, and indepdence be given to minorities struggling for freedom like the Chechens?
