My desktop does not respond and my processor makes a "laggy" noise , I am running windows 7 ultimate 32 bit .
Skype had been running fine for a while until recently

Skype is buggy with Win7 32-bit in general. Your issue might be your processor not being powerful enough to run this program. I'd advise buying a new processor or a totally new computer.

It also might be the crap that Skype downloads when you install it. Bloatware is a pain. Delete it.
