They obviously don't take complaints from council officials seriously - until a kid gets mauled to death by the cause of said complaints:

"Merseyside Police revealed a complaint was made by a city housing officer last February about dog breeding at the home."

Though to be fair, they did turn up to shoot the dog *after* the kid was killed by it.
