...there anything i can do? It was out the front of a bar so im thinking there might be security footage. Can i file a police report?
 
depending on where you live, the police may be too busy to investigate. And even if you can find security footage, unless you can read the plates numbers, you might not be able to prove anything.

But if you are lucky and find the footage (with police report), you might get the person to ADMIT they hit your car (assuming they are neighbors, etc.).
