i rent a house that was only built a few years ago so everything is fairly new. a new months ago soot started coming out of the heating vents and covering EVERYTHING! the landlord came and said the air intake vent was blocked so he cleared it and we put filters on the vents so as it cleaned itself out the filters would catch it everything was fine for awhile we took the filters off still fine for about a month. now its coming back on the walls im calling my landlord to have a professional come out tomorow morning my question is why could it be coming back and more importantly should i be concerned with my health breathing the soot in?

Soot coming out of the vents? Hun, that's a cracked heat exchanger and a poorly ventilated combustion chamber and a blown flame rollout switch. The question isn't if the soot will harm you but why you are still alive? It's a miracle, I tell ya. Get out. Get out now. I'm not talking about 5 minutes from now, I'm talking about NOW. Don't even waste time giving me a thumbs up. GET OUT.

The soot is coming from poor combustion which can be caused by a blocked intake vent. The real concern is how does the soot get into the plenum? The most logical reason would be a cracked or broken heat exchanger (not all that unusual for a newer furnace). Make sure the professional does a thorough inspection. CO2 detectors would be a good idea. Have the ductwork cleaned as well. Good Luck
