Sound card audio problem (weird interrupting chainsaw sound)?

Whenever I turn up the volume on my computers the audio gets interrupted with this really disturbing sound that's like a chainsaw motor or something. I'm thinking it's a sound card problem, and is there a way to fix it?

The one computer is an Acer Aspire laptop, I just forgot the model because it's at home right now. You really couldn't hear any audio from its built-in speakers even when maxed out, so when I started using VLC player I could increase the volume by some additional 300% then I think that's when the chainsaw sounds started happening. This one I'm using in the office though, is a brand new Dell laptop, a Latitude e5410, and as soon as I played music with it to keep me awake, I already heard the distracting sound. And the volume's not even maxed out--first time it happened, the system volume was just set to 50.

Does this have a software fix, at least for my Dell? The Acer one has XP and Dell has 7 in it. Thanks.
