Speedy Gonzalez style character from the early to mid 90s on preschool TV?

I can remember a Speezy Gonzalez style character from TV when I was a young kid. He was a Mexican or Spanish chipmunk kind of thing. It was old-style 3D done with models or something. He wore a straw hat instead of a yellow one and I think he said areba areba! It was a 5 minute segment on an educational kids show I think. It may have been Seseme Street.

Anyone else remember this character? Any ideas who it is?

I was about 3 or 4 when it was on, I'm 18 now.
