Tablet laptop turquoise shading on screen?

My Dad's old tablet pc is about four years old now and will soon need to be replaced. Right now the screen is really messed up. The screen all of the sudden has a blueish-green shading problem. For example, desktop icons look turquoise shaded in some parts and a blank paint document is almost all turquoise. Is the graphics card starting to die?
