Hey. So I recently got my first two tattoos. But what really bugs me is that half of the tattoo on my foot where the lines or the drawn line are is risen. The other half is completely flat. I did itch (i tired not to) it a lot but i dont think it has anything to do with it. Is this normal?I had it for 3 weeks. Please help. Thanks.

Could just be sitting on a popped up vein.

When I got my tattoo first done on my wrist I was super pissed because I thought it was tilted for the first week. After it settled down and healed ( and my little sister pointed it out ) I realized it had just been over a vein in my wrist that was enlarged a little.

Veins pop out especially on the feet, so take a good look and see if that's not the case.

It's still a new tattoo. The lines are done with a bigger needle, so they can tend to react longer in some people. To be honest, you should give it up to 3-6 months to completely heal. Sometimes it's a reaction to the ink (its a foreign substance in your body after all), sometimes it's just how the different parts of the tattoo heal. Just keep moisturizing and taking care of it and it'll calm down on it's own. Slap when it itches. Don't scratch. Slapping is safer for the tattoo and try using lotion when it's itching.

If you have had it that long its not from scratching. It sounds like you were tattooed too deep which is resulting in heavier scarring. It could go away with time but doubtful. Check with your artist to be sure.

Its scarring, and it happens often when you scratch or have an artist who digs you out.
It could stay that way, or go away with time. You've really just got to wait and see.
3 weeks isn't fully healed yet. It takes up to 2 months for a tatt to fully heal inside and out.

Some peoples skin just scars for everything, but to be safe try not to scratch your future tatts.
