Telus local/long distance calling question?

I'm with rogers but trying to find out for my mother who has an adroid through Telus - if you're in a city a few hours away from where you live, for example if you're in Toronto, but you call a number in Toronto while you're there, is it a local call or is a long distance call from where her number is based/where she lives?? I hope I explained that right!
