Terrible cell phone etiquette, or am I just too fussy?

My friend invited my stepson and me to dinner the other night. When we arrived, she was already there with her daughter, and we sat down. Less than five minutes after we arrived, her phone rang. It was her best friend. She took the call, as she always does. She was on the telephone until I finished my dinner--at least 20 minutes, perhaps longer. I even made several snide comments about her being on the phone, about having no one to talk to, about moving to another table, since I was sitting by myself, anyway...all trying to get my point across. And she and the friend were just chatting...it wasn't as if the friend had some crisis. My friend has a terrible habit of doing this. In fact, at Christmastime, she was in a wheelchair (she had knee surgery) and we went to the mall. I of course, pushed her around. She was on her cell phone almost the entire time. Anyway, my question is...should I just accept this rude behavior, not hang out with her anymore or what? Any good ideas about what to say to her? I'm at my wits end. She invited my family out tonight and I turned her down, because frankly, I'm irritated. Any thoughts?
