OK... So rereading the books so many times has eventually caused my mind to reel about what could come in the 3rd book. My theory is that Katniss's father is still alive. Well let me rephrase- He never died. But how? Think about this in reverse, starting with Gale. In the end of Catching Fire, He saves both Katniss's family and his own from the bombing of District 12, but earlier in the story the peacekeepers had gotten a lot stricter. They fixed the holes in the fence, and turned the electricity on and if that happened then it would eliminate any possibility of Gale and the families possible escape through the fence or even by foot. Here comes my connection.... Gale worked in the mines (where his and Katniss's fathers worked when they were "killed")- He was wearing his miner's shirt when he met Katniss in the end of Catching Fire, meaning if there was some secret tunnels down in the mines, he would know about it. So, again how could Katniss's father be alive? How could he survive the explosion? What if it was all a cover up? Katniss did say that he had been blown to bits, they couldn't even find enought to have burials... If they were preparing district 13 for runaways to start a revolution, the miners couldn't just leave the district, peacekeepers would learn that people were escaping, unless they thought they all died- then there would be no reason for suspicion.
But- do we really think that Katniss and Gale's fathers would just leave them alone to starve? No- they didn't, both of them had been taught how to hunt and how to live by their fathers. And is it coinidence that they were both hunting in the same part of the woods? Their fathers could have taught them how to live without them and made the set up for them to find each other. I realize that this is far fetched, but I would love to hear you opinions!!!
