The motherboard I have is a Asrock B75M. I just finished the build and can enter BIOS etc. But, when I try to put the motherboard's CD in, (or anything else) it won't boot. There is no option or anything to do to fix it. I need help :( (First computer build)
Still, no option to set the DVD drive to boot first.
Basically, I have NO option whatsoever to boot from DVD drive.

the motherboard disk is the bios and it needs to be to installed via the windows interface.
the bios disk is not a boot-disk.
it simply has drivers from the motherboard that allow you to use key features such as integrated graphics, turbo boost, ethernet ports, etc.
so you need to install windows first.
then after it's installed boot the computer into windows.
once windows loads insert the disk.
and either access it via computer->dvd drive or with autoplay.

the fact that it's not booting isn't a problem, because it was never intended as a boot disk.
it was intended basically as a supplement to the motherboard in order to make all of the features function correctly, but in order to install the software on the disk you need windows to be installed.

Press F11 at system start to launch boot menu select UEFI:xx (your cd drive)
Make sure the disc contains a bootable operating system.
At startup the system should say "boot from cd drive?" or something similar
if the disc is not bootable it will say so.

Did you install your operating system first? Once the operating system is installed, then you can install from your motherboard CD.

ftp://174.142.97.10/manual/B75M.pdf is your manual.
